  18. <p>     For decades, religion was anathema to all good Soviets. Did
  19. not Marx teach that it was the "opium of the people"? Lenin
  20. himself wrote that the Russian Orthodox Church had to be
  21. suppressed, its treasure confiscated. But last week the hold of
  22. the atheistic Communist Party loosened a bit more as the state
  23. strengthened religious freedoms. With the Orthodox Patriarch,
  24. Alexei II, and other religious leaders watching, the Supreme
  25. Soviet, by a vote of 341 to 1, gave preliminary approval to a
  26. law that forbids the government to restrict "the study,
  27. financing or propagandizing" of religion.

  29. <p>     Among other things, the law recognizes churches as legal
  30. entities with property rights. All faiths are declared equal and
  31. separate from the state. While most clerics expressed
  32. satisfaction with the legislation, some quibbled with such
  33. details as higher tax rates for churches and Moscow's right to
  34. draft conscientious objectors. Meanwhile, legislators made sure
  35. the state did not find too much religion: they refused to allow
  36. public schools to be used for religious instruction after hours.
